0.197 is extremely close to the truth as all target mediums produce different size holes.
I doubt there was ever a 22 long rifle that produced a 0.224 (key holing being the exception or printing targets on Scotties products)!
An outside to outside measurement of 0.723 is not and never will be a half inch group unless you use the magical 0.224.
If there is no single shot to be measured then I would not question it . . . regardless Toilet paper is hard to print targets on and even harder to score!
