Not quite true, using f/l and backing it off, you size a portion of the base(body of the case). And neck sizing is just that , you size the neck, and not the body. So the neck size die will make your cases more of a tight custom fit to your chamber. Now hang on, partial neck size is ok , if the cases were fired from your gun, no worries.
