Neck turning usually refers to rotating the cartridge mouth on a mandrel while a cutter removes material from the outer face.
In handloading this is usually done by hand or if by machine at slow speed.
I can't see what lube would be needed other than perhaps a very small amount on the mandrel to allow the case mouth to turn without binding. I have not tried this myself as it does not seem necessary.
If the cutter is adjusted properly it should not need any lube, and in fact lube may disrupt the cutter which is basically scraping the outer face of the neck.
