I'm going to suggest that the retailer hasn't had these primers sitting in storage for 15-20 years. He probably got it from an estate sale or a local person sold it to him. Whatever the source, I don't know why it would be "smart" to intentionally mislead customers of the fact these are older primers, i think it shows integrity. I'd be more concerned about anyone who tried to hide it - that's deceit.
