I recently took delivery of a very fine rifle build - the Chous did their usual excellent work using a Surgeon 591 and other components of my choosing

Very nice build. What length did you have the barrel finished at and have you sent any loads over a chrony yet?

I have a similar build in 260 just waiting for the stock at this point, McMillan A3 in the same colour as yours, ordered two weeks ago so if I get the same timing as you I should see it in September hopefully.
 
I know nothing about this style of shooting. What is the purpose of the green fabric tied around the barrel and stock ?

It is a barricade rest made,in this case, by JSA Tactical. Used by PRS shooters and by people like me who can sometimes challenge myself by shooting off fences, fallen tress and other associated improvised positional aids.

24" -could have easily justified 26"

No rounds chrony'd yet - too much cold and snow to be bothered with setting up all the gear to be honest.
 
Not sure if you were asking the question of me or not. If it was me the answer is ( as I wrote in the article ) sub half minute with 123 Scenars over 42g H4350
