You are not telling what the anticipated use will be. Weapon mount? Head mount? Hand held? Distance? Willing to use an illuminator (mostly IR) or you want to go to 'starlight'?
There is no restriction for possession of night vision equipment in Canada. Obviously, as long as it is not stolen.
There is some very good quality surplus night vision here in Canada. As with anything electronic, the better you want, the more it's going to cost.
The highest resolution available at this time is 72 lp/mm. Any piece with this resolution will be $3500+. There is some surplus Canadian scopes that are considered gen1, however are at least as good as any US AN/PVS4 gen2, for quality of optics. They are rated at 28 lp/mm. If I was shopping for more NV, I would ensure this would be the minimum resolution.
