New to the site and I am definitely getting sucked into the shooting sports. I only say AR style to differentiate it from bullpups. I'm new so if the lingo is off, feel free to explain it to me.

Does the perfect AR style 'black' rifle exist? My spec is:
-.223 Calibre
-Uses .223 pistol mags (so u can legally have 10 in the mag)
-Comes in either a restricted and unrestricted barrel. This way you could have both barrels.
-Cost less than $1k(preferably $800)

Yikes....the $800 budget is tight man. I would try to save up a little more.
The perfect black rifle does not exist... I love AR's but they are restricted.
You want LAR 10 rounds MAGS = AR Style. That limits you to a AR, TAVOR, etc.
Do you want to shoo in the bush or the range?
Its not practicle to change barrels because its a pain in the ass to notify CFO because it changes the class of the rifle....pick one!

The su16f Kel-tec is about the only thing to meet your price range, no interchangable barrels though. I agree with CdnCombatMedic the barrel change between restricted and non restricted would be a major pain. If you plan on hunting with it then nonrestricted is your only choice.

you can get all of that except your price point, anything close to your target cost is not going to swap barrels and status

I think you are out of luck on the multiple barrels thing. A CSA in 5.56 with a mag conversion would turn your crank appropriately - and non restricted to boot.

Well, the only suggestions I have are about $2000 above your budget, but the XCR and ACR are the only ones I can think of that fit the qualities.

A number of guys on here have conversion kits in 6.8 SPC so that they can use their XCR for hunting, and a .223 kit for cheaper shooting. XCR pistol mags are available in a number of calibers.

So, maybe shop around for a used XCR, and see what sort of liquid assets you can trade for it.

Buy a .40 or .45 Just Right Carbine and a tube of locktite.. The biggest problem is wiggling loose, but they shoot nice and take Glock mags. .223 is for shooting poodles :)

I prefer 180gr Speer gold dots at 1200 fps and I'm not even trying hard to go fast.

okay, the swapping barrels is a bad idea. if we take that out, what is there?

Restricted you have norinco ar-15 and non restricted you have norinco type-97. Other than that your looking at pistol caliber carbines and only a couple are in your price range.

With the barrel swap idea you can't do it going back and forth legally in any practical manner, once the rifle is non restricted you can't switch back to a restricted length barrel without calling the CFC and registering it then when you want non restricted again you have to have it verified again and made non restricted. If you don't call in you would be in possession of an unregistered restricted firearm and that would not be good for you if you got caught.

$800 really isn't enough money to get into black rifles if you want non restricted or anything of any quality. Keep saving and try again when you have $1500+.
$1200 will get you a decent AR but then you have restricted.

Good luck

Well let's forget about the dual barrel idea and focus on non-restricted for off-range use/hunting & camping etc., otherwise why not go straight to the AR itself.
In .223 (which I personally feel is a little weak for hunting deer+) in a 'Non-Bullpup' 'Black Rifle' design you have the just to be released Famae 5xx's, H&K SL8, Swiss Arms, Robinson Arms XCR-L (has #10Rd. mag.'s available), ACR, Benelli MR-1 (probably one or two more brands/models I've missed) however they are all two to three times more then your $800 budget allows (four times in the case of the Swiss).
So for an affordable black gun in .223 and coming in under your $800 budget you don't have many choices yet the Keltec SU-16 or the Ruger Mini14 and two (you could tacticool the Ruger Mini-14 later as your budget allows).

Perhaps switching to a different caliber like one of my personal favourites 7.62x39 and into a SKS for only a couple hundred dollars (then only $200 more to change the stock for something tacticool looking) to start or a CZ58/Czech858 in the same caliber which comes in right around your $800 budget for a new model, both would offer a little more energy for hunting then a .223 rifle would allow and still give you the cool black rifle look in a semi-auto.

Otherwise save your dough and find a deal on a quality new or used semi-auto. NR (Non-Restricted) model of your choosing and buy a rifle you could own a lifetime and use wherever the sport of shooting takes you.

I'm leaning towards the Famae brand of rifles that are just about on the market myself, but in a .308 model for the one rifle that can do it all (well at least for me). Although if the Famae doesn't feel right a Robinson Arms XCR-L in 7.62x39 (for the #10Rd. mag.'s) might just do it.

That's one of the funniest statements I've read in a long time.
Let me guess, you own a T97 and have never even held a Kel-Tek. Go play with an RFB or a KSG and then we'll see if you can make that same statement without being struck by lightning.
