There are two standards because some manufacturers wanted a cheaper, easier to produce, lower receiver extension (RE), commonly, but not necessarily correctly, called a buffer tube, than what was originally specified. Basically, in order to do so, the material had to be thicker, and so that it was able to thread into the same lower receivers, use the same buffer and spring, and allow the same bolt carrier to recoil into the extension, this meant that the threads had to be cut into the outer diameter of the RE of the, generally 6061 extruded, "commercial" RE's, rather than rolled onto the, generally forged 7075, "mil-spec" RE's.
