Transfers are processed by the CFO of the province of your registered address.
Example for me who's address on file is in Ontario
You purchase a gun from a business
- The business submits an application online to transfer the gun from them to me, to the CFP in Miramachi
- Miramichi checks to make sure that business is legit and both its and my licences are in order, then based on the address of the buyer, decides which province will do the background checks etc and submits that to that CFO (in my case Ontario)
- The (Your Province) CFO reviews the transfer, doing any needed background checks for criminal or other clandestine type activity like court orders restraining orders etc.
- Once the CFO are satisfied that I am in good standing, they approve the transfer and send the notification to the CFP in Miramachi who enter it into the registry and sends out the registration certificate to me.
- CFO sends notification to buyer and seller that transfer is complete and approved allowing the gun to be given or shipped to the purchaser.
There were a couple exceptions this fall after the storms in the East Coast shut down some communications but those were truly an exception.
