Everyone knows what it means.

What he is asking is what mechanically makes a rifle capable of doing so, and the mechanical differences between a rifle that is capable and of one that is not.

IE, Piston VS Gas Impingment

Another rifle not mentioned that I thought was over the beach capable was the H&K G36, am I mistaken?

The jist of his question was which guns can you pop out of water with and start firing immediately. Probably because he saw that HK416 video on youtube... so I think you can see the reason for the silliness.

Seriously, I am sure there are tons of guns that can and tons of guns that can’t. Many will fire under water, the AR platform will not. The problem with the ar15s direct impingement design is that water in the barrel and gas tube will not compress like air thus it will fire the water into the receiver at high pressure and most likely explode. Piston designs like the HK416 and AK47 don’t have this problem and will function submerged. You would have to take an extra couple seconds to shake some water out of the ar-15 before firing.

So, really, storm any beaches lately?
 
Rifles with light profile barrels run the risk of barrels rupturing (hammer forged barrels are tougher in this respect).
DI Rifles have the risk of the gas tube rupturing.
Piston rifles have the risk of ruptured gas cylinders and bent op rods.
 
I'm curious to know, but wouldn't water in the barrel, regardless of piston or DI, possibly cause the barrel to rupture. It's similar to a partially obstructed barrel, is it not?
I am curious because I've seen videos of guys firing handguns while fully submerged with no problems at all. What gives?
 
I would believe it will come down to the strength of the materials and design of the rifle that would make it throng enough and give it the capability to shoot under and just out of water
