Pal or rPal for powder or primers

I was in wholesale sports one time and a guy was trying to buy some 9mm for his JR carbine they told him they needed to see his restricted to buy 9mm he was like I don't have a restricted license they were like then we can't sell you 9mm. He was like its for my JR carbine which I bought here and its non restricted............... Sorry but you need restricted license to buy handgun ammo............... It went back and forth like that for awhile. I just laughed to myself shaking my head as I walked away.

As for powder and primers ya its the same thing for some places they just want to see it even tho you legally shouldn't have too

I know I wear mine with honour, but the government does not have the resources to keep up with their own records never mind look through all the business records out there.
 
I don't know about primers, but under the Explosives Act retailers are required to see gov't issued ID and record name, address, quantity and date of each sale of powder.
Doesn't have to be your PAL, but your details are supposed to be recorded. "Good news" is they only have to keep the record for 2 years.

Q. What is acceptable identification?

Acceptable identification is a government-issued photo ID or two pieces of ID, one of which is government issued, that sets out the person’s address.

Q. What is required on the record of sale?

Sellers must keep a record of sale for all propellant powder sold for two years following the date of the sale. The information that must be kept is:
•the buyer’s name and address, or a licence number issued under the Firearms Act and the expiry date;
•the type, trade name, size of container, and authorization information;
•the quantity of powder sold under each trade name; and
•the date of the sale.

They often don't even look at id here, just make you sign a paper or ledger. I usually sign as our police chief and use their address. :d

I bought primers with no PAL, powder had to leave my name and address, I had to show the fourteen year old at Canadian tire my PAL to buy a box of shotgun shells.
 
I bought 4 lbs of powder and 3 packs of primers yesterday. I pulled out my DL, which the store clerk took a quick look at and handed back, saying "no worries", no info was recorded, which surprised me. And I paid $36.99 per pound for IMR and Hodgdon powder - was a good day in today's market. Too bad they didn't have more flavours I like, I'll have to watch their stock.
 
If I need it, and it's been months since I've seen it and they asked to see a pal to buy it, I'll show them. The people that won't, thanks for letting me purchase the powder I need.

Was in Bass Pro Shops north of Calgary the other day and they will not let you buy powder without producing a PAL or Operators Licence and having one of their staff list all your relevant information on a log book. Previously they would to ask you to fill the information in the book yourself, whereby people would usually just scribble unreadable wavy lines in the boxes prior to leaving with their product.

I asked why the process changed and they said it was because the RCMP have been coming in regularly and inspecting their sales process and taking copies of the records with them. They were instructed by same RCMP to have staff record the information to avoid customers filling in unreadable information.

Not making this up...
