pal required for purchase of reloading supplies?

Could you prove it? I've looked on rcmp Web site and anything else I could think of. No mention of it anywhere.

Nope, you might have to show a drivers license for powder, but i've personally bought lots of powder and primers at WSS didn't show a PAL. Even had a small argument with a sales guy at CSC this past fall because he wanted me to show a PAL, eventually another sales guy came by and finished the deal, no pal required.

As stupid as it sounds you need a pal to buy ammunition, but not to buy components to manufacture ammo.

Brass, primers and bullets .... all the LGS that I frequently go to to buy reloading supplies and even Wholesale Sports here in the GVRD area does not ask for my PAL when I buy those 3 components.

For powder sometimes I get asked sometimes not and also sometimes the store that I go to records my info sometimes not.

Its so funny, that you can buy 100 % of what you need to make ammo without any issue, but if you want to buy already made ammo, out comes the ID. I have always said, whoever is making up our laws regarding this stuff has no real idea of what they are doing ! IMO

I got asked to see my PAL one time when I bought powder and primers. Kinda surprised me 'cause I've bought lots and never got asked before. Don't recall them writing anything down at the time either, guess it was checking ID? Never got asked for PAL for pills though.

I've had to provide name and address on a separate slip to buy powder and primers at Cabelas, but not at the register.
And I think at WSS here too.
BUT - the guy at the range (the owner) insisted that I had to have a pal to buy powder from him. Go figure.
Never for brass and bullets.

In Quebec (the Montreal area anyway, that's where I live) there must be ID presented when buying ammo or reloading supplies,
it could be either your PAL or drivers license, buying reloading equipment does not require ID. I think it depends on the store since some
don't ask for ID when buying powder but they do when buying loaded ammo. I am not sure what the law states. Kinda WishyWashy!!

I was buying a box of .224" projectiles and a pepsi from cabelas one time. The girl must have been very new and asked for my pal. To which my answer was "For what the pepsi?" Then I get the "Oh those are just bullets?" Umm yes.

From section 14 of the explosive Act:

294. (1) Before selling propellant powder to a buyer, the seller must require the buyer to establish their identity by providing

(a) a piece of identification, issued by the Government of Canada or a provincial, municipal or foreign government, that bears a photograph of the buyer; or

(b) two pieces of identification, each of which sets out the buyer’s name, at least one of which is issued by the Government of Canada or a provincial, municipal or foreign government and at least one of which sets out the buyer’s address.

Marginal note:Verification of identity

(2) If the buyer provides a piece of identification that bears a photograph, the seller must ensure, before selling the propellant powder, that the photograph is that of the buyer.

Marginal note:Record of sale

295. A seller must keep a record of each sale of propellant powder for two years after the date of the sale. The record must include the following information:

(a) the buyer’s name and address or the number of their licence, if any, issued under the Firearms Act;

(b) in the case of a licensed buyer, the licence number and expiry date;

(c) the type and trade name of the powder sold, the size of the container in which it was sold and the name of the person who obtained its authorization;

(d) the quantity of powder sold under each trade name; and

(e) the date of the sale.

(a) the buyer’s name and address or the number of their licence, if any, issued under the Firearms Act;

So you don't need a PAL to buy powder?
But IF you have one you have to provide it?
Or does this refer to some other type of licence?

Your PAL is needed to buy powder.....not primers, bullets, or casings. At least that's what's required from any of the site sponsors.
Cheers
