I cut out some foam so I can store them vertically in a stack on case. I can fit 5 handguns in it now.

in the Canadian firearms act it states clearly, that you have to store your restricted and prohibeted firearms (when not trigger locked)
locked in a safe, vault or a securely-locked room built or adapted for the safe storage of restricted or prohibited firearms

Safer for whom? How you store your firearms is completely upto you, but don't believe that a trigger lock is going to stop a thief or anyone else. Most of them can be pried off in about 10 seconds.

A steel cabinet meets the definition of a safe. Like mentioned, these laws are not in place to prevent theft, they are in place to prevent the owners from gaining access to them quickly.
