Not exactly true...the receiver does not have to have anything to handle firearms or ammo. But once out on the shelf the person has to have a valid PAL
Not to mention bill C42 gives the gov the ability to make any prohib into a non-restricted anyway.
They should actually issue them with the PAL...at least you'd feel like you got some value for the course and licensing fees...I thought everyone with a PAL or RPAL had an SKS? I just thought it was mandatory??

The Crappy Tire owner in the area I hunt in sells ammo but has declined to get back into guns because he doesn't want his staff tied up processing long gun transfers when the LPC reactivates the LGR next year.
He said when the Mirimachi lines got busy it would take hours processing a single transfer.
The small profit margin on guns was eaten up in lost productivity from his staff who were tied up arguing with CFC idiots.

I give them as gifts at Christmas time. I gave 4 away last year with a half case of ammo each.
I only gave away 3 last you and no ammo... and I have paid for four people I know and trust to get their PALs. I also bribed my brother to get his PAL again...
