That's a massive frustrating inconvenience to the owners for sure, but the Amnesty must be observed by the crown.
It isn't an inconvenience. It can be life altering to be charged, thrown in jail, have your life savings depleted in legal fees and everything else this would entail even if a judge eventually does throw the charges out. Plus, you lose the prohib and possibly all your other guns in the process.

Oh I'd bet the CDN gun bans are costing US gun makers tens of millions. Shooters can't buy the guns and they won't buy ammo for guns they can't buy or can't shoot. This has to be costing US gun exports to the tune of tens of millions.
