I think it depends more how much adjustment is in your scope. We shot 300 with standard rings and no rail...
Powdergun did not say what rifle he is looking to scope nor where he is price wise.
The MDT rails at Cabela's did not meet my needs when I was looking for a 20 MOA for an Anschutz.
Depending on whether Powsdergun needs rings for a 1 inch of 30 mm scope, there are a couple of problems.
The combinations for one inch works out that you can get over 40 MOA with 20's when your ring spacing is less tha 3.5".
With 30 mm, Burris has not gone to the expense of producing the wider variety of inserts they make for the one inch scopes.
However, with a 30 mm scope there will generally be more internal elevation available.
Generally not too much problem going from 100 metres to 200 metres where 20 - 25 MOA elevation change is required.
Going from l00 metre to 300 yards requires 40 MOA of elevation.
Just something to think about as we have witnessed all sorts of problems at our 100/200 Metre rimfire.
300 yards was abandoned as there were only a couple of guys willing to go to the extra expense.
I have aa Anschutz 0 MOA on the Anschutz 1710 with a Sightron SIII.
The 1712 has a Sightron SII thus the 20 MOA MDT rail but empties were falling back into the port. The grinder solved that issue.

Rings: I have some Vortex lows pro series but will get other ones if needed.
Most likely will be plinking at 100 yards but would like to try 200 for fun. As for 300 yards most likely not as I have a 223 that I play with for that range. I decided that with the surge in price for components etc practicing with a decent 22 lr was a weeee bit more economical.

The nicest rail I've seen for the Tikka is the 419. It bolts down rather than sliding on and using set screws.

As for the scope, I run Covenant-4 (discontd) 6-24x50 FFP-SF on my Sav B22 and CZ-455 and can keep under 1.5" at 100 with SK+ or RM. A 12x doesn't give much clarity at 100 and I advise an MOA or MIL scope instead of a DOA. I have a DOA on a hunting gun and that's fine but not best for '... hit small' .
I'd just would use the factory holes to mount weaver bases and then run weaver Burris signature rings. Simple and fairly priced.The Tikka has a flat 11mm rail with holes. If folks don't know the rifle they should abstain from giving platform specific advice.
