great question... I dont often bother to look at those ads because I am pretty sure I cant afford a "rare" rifle. And I am not sure rare is always a good thing. Is it rare because it was heavy as hell, very expensive, impossible to get parts for and didnt shoot half as well as a box stock pedestrian M700? ... like say a "Nikko Golden Eagle" in 300 Win Mag? Or is it rare like a Belgium Browning Safari bolt with gorgeous metal and bluing .. and a salt wood stock? ...

I would consider 98% mint. If it is 100% then it would be new or like new.
If you need to call a firearm rare then odds are it isn't rare. Truly rare things don't need to be advertised for.
Just because it is RARE does not make it special, it probably means it is junk, and they quit making them
