If you have a chronograph you can always use unknown powder by figuring out what kind of burn rate it has.
Pretend the stuff is something like Bullseye, very fast. Worst case scenario. Load one round and chrono the speed.
Depending on the result, you can pretty quickly zero in on what burn rate the powder is, testing one round at a time.
