Reloading equipment and ITAR

Hello,

If somebody knows answer right away, could that person post link to the ITAR document/chapter, where reloading equipment mentioned as allowed to go thru the border ?

REloading equipment is classified as "tools"

As such, they do not fall under any ITAR restrictions whatsoever.

Any components or loaded ammo is a different story.

The law does not say what is allowed it only says what is not allowed.

Not quite:
ITAR part 121.1, Category III, (f) (3):
".. does not include equipment for hand-loading ammunition."

Unfortunately, the previous section by one, (f)(1) prohibits the brass and bullets, except shotgun shells.
 
As sound as that is, some places still mark random reloading tools as ITAR. Opticsplanet is one. You can buy some stuff but not others. Some individual dies are while that same die in a set is gtg. I think some moron went through the inventory and arbitrarily marked stuff as ITAR restricted. Other places will ship you everything but components with no mention of ITAR. I can't explain it.

I have bought literally thousands of dollars in reloading equipment from several sources in the US, with nary a glitch.
This from several different suppliers as well.

Likewise, I've never had a problem. Some U.S. companies decide they'd rather not deal with their country's export laws, so one is obliged to find the companies that do export.
