The law does not say what is allowed it only says what is not allowed.
REloading equipment is classified as "tools"
As such, they do not fall under any ITAR restrictions whatsoever.
Any components or loaded ammo is a different story.

Not quite:
ITAR part 121.1, Category III, (f) (3):
".. does not include equipment for hand-loading ammunition."
Unfortunately, the previous section by one, (f)(1) prohibits the brass and bullets, except shotgun shells.
Likewise, I've never had a problem. Some U.S. companies decide they'd rather not deal with their country's export laws, so one is obliged to find the companies that do export.I have bought literally thousands of dollars in reloading equipment from several sources in the US, with nary a glitch.
This from several different suppliers as well.
