Inches of antler shouldn’t be the deciding factor on whether you take a shot or not… Can you make the shot? Are you using a bullet that will upset at the impact velocity and create enough damage to disrupt vitalWell let's say there is a massive canadian big bodied 170 class buck quartering towards you at 375 yards. Hes giving you the look. You have 20 seconds to make the shot. Hes 10 yards from a 100 foot ravine. 22 cals kinda not ideal there.

When I was in NZ the 223 was the choice for taking down red deer in the mountain. I personally like something with a little more thump.

Define better for deer? I know the 22-250 puts deer on the ground like they were hit by lightning.
But no one has a gun to your head forcing you to take the shot, 223 or 7RM. 95% of hunters have no business taking a 375 yard shot from a benchrest on a paper target, let along taking that shot in the field.
Easy, neck shot and drop him right there. If the ravine is really a factor it doesn't matter what you hit them with, I have shot deer with 338wm and 300 wsm, both easily made it more than 10 yards.
OP, I use 223 for deer. Shot 2 does last year with the TTSX. One went 30 yards and the other went 100, both heart shots. Massive damage and huge blood trails for both deer.

The older Hornady 55gr SP with cannelur or the 55gr Win 55gr SP kills deer dead.I used to load these in a triple deuce for my Dad as he was recoil sensitive to hunt deer in Ontario. He also terminated 3 problem black bears one rd per customer. Load was 24gr of Win 748 /Win brass/CCI small rifle mag primer.
