I would say either your scope base screws or your bedding screws are too long and stopping the bolt from closing. I will bet you can't dry fire it that position.

I'll bet it actually did not fire in that position either... it might have gone "click" though...
When the bolt is open that far I think it would be preventing the firing pin from protruding...

They don't come from the factory with a scope mount nor with the scope screw mounts installed in the wrong holes...
