The old Wingmasters are all 2-3/4in.I am hoping to put something together that has a 3in chamber.
This is not correct.
Remington still produces the Wingmaster and they are available with a 3in or 3-1/4in chamber. Why would you think this is not correct?
So will a 2-3/4in chamber cycle a 3in shell? Or will it accept a 3in chamber barrel?

The 3" chamber is in the barrel.You can't put 3" in a 2 3/4" chamber. Why would you need to buy a different barrel? Just buy a shotgun with a 3" chamber.
