Restricted vs non restricted AR

Hey guy....
Got a dumb dumb question.......
What makes the difference between restricted and non-restricted AR type rifles???
I'm looking for a gun to shoot semi in .223 but don't want the hassle of getting a restricted firearm..
Just looking for fun at 100 yards.

All AR's and so named variants are restricted. I have not seen a NR AR
