So exactly how would the first come first serve list work?

As soon as you get your tag you go right to the back of the line. Your place in line is always kept until you remove your name or don't pay for your tag by a certain date (Announce who has tags for next year by January 1st, must pay by June 1st). You must pay for your tag to get it.
I think they should publish the list of names per zone so there is some transparency.
OK so lets say my name is Anderson and I am a first time applicant.
Do I start in the A pool, like now or do I start below the C pool and have to enter every year until I reach Super A?
When I do reach Super A and apply would I be guaranteed to get drawn ahead of another first time Super A applicant named Watson?
Once all the names from the old pools are entered into the New Big Game Draw the pools will be no longer used.
When you first apply you will be added to the bottom of the list. As years progress and tags are given out, you will be bumped to the top for your turn. The people who received their tag will be put to the bottom of the list.
Lets say you applied March 10th, you would be behind Clark but ahead of Stanley.
Doing it this way will give people more time to plan for hunting, stop the servers from being overloaded, and be a lot less time consuming.

Why wouldn't we just go for a preference point system with points that you can save up an ultimately "buy" your chosen tag. Higher demand zones and critters cost more points. You would need so many preference points to be able to even apply for some areas and animals.
That seems unnecessarily complicated. It would mess with the licenses, what if everyone saved their points and bought moose tags at once?
So you are going to add new hunters to the list behind guys that have already been drawn previous years?
How is it going to work when it comes to zone choice?
If my first choice is zone 40 moose and second choice zone 50 moose, and 40 gets filled before my name comes up on the list. Will I get drawn for zone 50 ahead of a person who is lower on the list but has 50 as their first choice?
If there are 100 tags available in zone 30 and 10,000 applicants would that mean it would take 100 years for a new applicant to be drawn?
It's first come, first serve. So if someone shot a moose in 2014, waited for 3 years on the list, you can't put a new applicant ahead of him, he's waited 3 years.
Each zone will have it's own draw.
Your name would move closer to the top of the list next year. There are no preferences, only first come, first served.
Your math is correct. Why should a new applicant jump in line of someone who's waited 30 years?

this is my first year in the draw , and first year hunting in canada , ... i got a 99 elk which moved me to super A .... and missed on all the rest , didnt think there was much chance , ... i come from a country where you can hunt all year , no draw ... and almost no limit ... this draw seems overly complicated , but any thing they come up with will annoy some regardless , at least i can buy a white tail tag and go get some meat ...
its a beautiful country and a great province .

There are some zones where you can buy elk and/or moose tags, no draw.
