NitwiT, you may not be able to remove that ring with IOSSO or JB's paste.
Carbon, after a heavy build up such as that in your photos is HARD, very hard.
It's likely harder than the abrasives in IOSSO OR JB's.
I had a similar situation with one of my own firearms a few decades back.
The powder back then, that I was using, was leaving a lot more crud in the chamber throat area and the bore than most of the powder does today.
I finally went to our local auto supply store and purchased some automotive bore cleaner and some carburetor cleaner to get rid of the build up.
It took a few days of soaking, with a saturated patch over the build up, but it softened the crud enough to break it all loose with a stainless steel bore brush.
I wouldn't normally put one of those stainless brushes through any bore by the way and haven't since.
I see by your photos that everything worked out well for you. Good on you for being persistent and approaching this issue with caution.
I've learned my lesson about carbon and now am very careful to look for the beginnings of such a build up whenever I clean my rifles.
The thing about carbon fouling, is that it polishes up very well and it's often difficult to notice, until there is a very visible build up or it causes issues.
