The seal sticks like said above, Im at a loss for what happened , only guessing at it was switched during transport ,
No I did not contact budget shooter , I don’t believe they would have done something like this
I know I did not put this stuff in the bottle and nobody else has access to my powder storage or reloading room.

I go down into my gun room almost every day, but I haven't loaded in months.
I'm 50 and couldn't say for sure what the last thing I did at the loading bench - months ago.
Used Powder from 6 years ago? If it wasn't labeled, I'd toss it. And I have tossed powder that I've inadvertently left in the Dillon powder throws and not labeled.
My dad died of Parkinsons when he was 77, but he showed signs of being forgetful of things he did or where he left things around 65 or so.
...point is, let's look at the likelihood that someone switched powder for corncob media somewhere in it's travels to your loading bench:
- At the manufacturer level from production to distributor: extremely unlikely
- From the distributor to the retailer: very highly unlikely
- From the retailer to you: highly unlikely
- Someone at your bench, maybe working without labels: likely
