I was the first to answer the question. I own over 30 99's, it's the lever bite. All that had to be done was take the lever out and drift it back over the opposite way to lessen the pressure on the lever bite. Problem solved.
How did this turn into brain surgery. No welding, no polishing, no screws at the rear of the bolt or reciever, just one good drift with a rubber mallet.
