If you want to target shoot then stock comfort and stability at the bench are important. I don't think your going to get that with an Axis stock and I don't think your going to find a suitable after market sock for the axis either.
If you want something cheap now that you can upgrade later then get a stevens 200, Rem 700 sps or similar.
The stock, barrel and trigger are all important for punching paper IMHO and if you buy a rifle where you can swap these out then you may end up with what you like eventually.
