The problem with o/u shotguns compared to s/s shotguns is the o/u requires breaking it far more open to access the lower barrel... and in general o/u's are more expensive and people are more reluctant to make them into a piece of useless junk just for the looks of it...Is there a reason you dont see short over and unders?
if this was done at home with a the right tools from a 20+ inch original barrel and still over 27 OAL ,, it would be prohib right?
If your barrel is greater than 18.5"/470mm and the overall length is greater than 26"/660mm, the firearm remains non-restricted. If the barrel length is reduced to 18"/457mm, the firearm becomes Restricted. If either length is reduced beneath those minimums by sawing, cutting, folding or any other modification, the firearm becomes Prohibited. Manual-action firearms manufactured shorter than the legal minimums are sometimes exempt and remain non-restricted.

You are quoting for semi auto's.
18 inches and overall of 26 inches is legal and not restricted for manual actions.
