The scar was submitted by Questar from my understanding. They deemed them prohib cause it could be converted to full auto if you have the machinery . I heard Questar sold them to a movie prop company.
any AR15 can be converted to full auto if you know how to machine the receiver correctly & drop in a full auto trigger kit.
This is what I gathered from years of postings at CGN:
Many years ago Questar submitted the first SCAR 16S sample to the magic palace, and it was stuck because the magic palace had some question concerning the function of a sear in the fire control parts. Questar asked FN herstal for assistance but FN Herstal would not answer magic palace's question, and the issue was in limbo.
Independent of Questar, Movie arms had tried to get into the SCAR business too. They submitted both 16S and the full auto version to the magic palace. Soon after, the 16S became prohibit. Questar got rid of their 16S, and end of story.
Fast forwards to now, FN is officially represented in Canada finally. The current FN distributor in Canada is also a distributor in the US. They have no idea of what it has happened before.
This whole story boils down to 1 thing, you need to have the factory to support your inquiry when things get sticky and technical. Too many people trying to do the same thing could end up messing things up. The story died when FN Herstal stopped caring because, I suspect, Questar is not an official distributor and the second a serious technical question got raised they just stopped all communications to reduce risk. In the race to get the first dib, multiple people are trying to step over each other to reach the top, and we are stuck at the point of no return.
