what is the point of scout scopes? is there an advantage other that access to the action for loading or jam clearing? are special scopes required? does this follow for red dot type optics?

Scout scope will need a longer then normal eye relief.
Red dot has no eye relief issues.
Some people like the scopes up front with lower power levels so they can shoot easier with both eyes open.

so a special scope is required for proper eye relief, is the effective range of the scope reduced at all? ie a 2x7 scout does worse at 300 yards then a 2x7 standard set up?

Most "scout scopes" are fixed and low magnification if you want 7 X you should stick with a regular scope mount.

You can try and get a variable pistol scope ( which has an even longer eye relief) to work for you but I doubt you will find one that goes to 7 as it would be fairly useless.

What are you trying to do?

In my limited experience with scout scopes and variable pistol scopes, the variable ones have a more limited use on semi auto rifles IMO. Once one cranks up the magnification scope power, it severly reduces your eye relief. With a scope scope on a Garand or M14 copy, this could put your sighting eye dangerously close to ejected casings. Best to stay with a fixed 2 or 4 power with these forward mounted optics I think.

My scout scope is a 2x9 with illuminated reticle. Its not a pistol scope, I managed to find a long eye relief scope that is mounted a good 12 - 13 " away from my eye which is in its normal place with a cheek weld for irons.

im thinking about an RFB and mounting it as far forward as possible, ive never really used optics, mostly i stick to irons.

i expect most ranges to be under 300 yards
