From what you've written, you want low price, magazine capacity and a more traditional look. The last round bolt hold open feature is not common on 22LR rifles at all so you're going to have to give up on that idea, sorry. You don't have many options:
As others have said, the Remington 597 and Savage A22 both clearly fit the bill (personally I find both underwhelming).
You can get 20-rd magazines for the Savage 64, and frankly it is an excellent design at the price point. This would be my choice, the "64G" wood stock version.
And there's the wood stocked version of the CZ 512, but it's quite a bit more money.
