I think this depends on store policy.
What is the legal requirement?
The legal requirement is that the store must see your PAL card both front and back. If you're picking up, you have to sign their log book and show them your PAL. For delivery, I don't think you have to sign anything, but they must see a scanned copy of your PAL before they ship the firearm to you. If picking up, you are normally responsible for the legal storage of your firearm during transport. If you miss the home delivery and have to pick up the firearm at a post office depot, you must contact the CFO to issue you a STATT from the depot to your house.
All things added up it seems that until you have your card in your possession you won't be buying anything. So calling the cfo for your PAL number seems pointless.
Edit: I understand the part about calling the stores and them being reasonable with you but I'm coming from the angle of whether it's possible upon approval to get your number from the cfo and buy whatever you want and then have your guns good to go by the time your license comes.
when i was waiting for my card to come in, i got my number from the cfo, even she said it was pointless to have jsut the number as you cant buy a gun with out showing your actual card, its a legal requirement according to them,
Yeah. I was hoping I could buy online and have it delivered in time for my license but I didn't even see the two potential problems:
1. The guns arrive before the license, which I can't have in my possession without my PAL.
2. The license arrives before the guns, which makes the whole thing pointless anyway.
Quick update for anyone else who submitted a non restricted PAL back in November:
Nov 17 - Sent app without result express post
Nov 19 - App received in NB
Dec 24 - Showed up online "in progress"
Dec 24 - faxed copy of cfsc results
Jan 2 - "Completed Initial processing"
Jan 20 - I called and asked for an update as nothing had changed in almost 3 weeks. I was told my app was with Ontario CFO waiting for approval and photo scan.
Jan 22 - Checked online status this morning. "Licence has been issued"!
67 days from the time I mailed my app to issued. Christmas may have delayed it a bit. Either way now it's just waiting for the card in the mail. I hope my time line helps give other members currently waiting for the non restricted pal. Thanks.

Mine was the same as bigdeer. It went from "Completed initial processing. Currently in progress" to "issued". It sounds like yours should be getting issued soon.

And issued on Jan 21
Now just gotta wait for it to arrive
What province are you in? RPAL? Mine was received Nov 20. Waiting on CFO to approve, I believe? References phoned in 10 days ago.
When I call in they say they are still not ready for a reference check.
