My thoughts, because look at the way the bayonet is attached. On ours we have the little sleeve that slides overtop of the barrel, it seems that these do not have them hence a perminant bayonet. Theres probably a couple other things different about them.

The NK SKSs also have grenade launcher attachments. So the batonet would be different at the mount like the Yugo 59/66s are.
 
The front sight appears to be canted forward like on an AK. Also, the mag profile seems different and it's ribbed on the sides? Wonder if it's a different caliber, or an empty dummy-mag for a drill rifle? As noted, the bayonet seems to have not locking mechanism, so it's probably permanently fixed.

Interesting variant. I wish we knew more about the North Korean SKS, but even Poyer's book is scant on detail.
 
I am not a fan of Chrome, but those actually look pretty sweet. The black stocks and the chrome actually give it a classy look. Although, I will have to argue that a nice dark wood stock would be a little better.
