Questions here,
I have a 18.5+" upper on my Stag10 and is considered Non-Restricted. If I swap out the upper for a say... 13" upper that would make the rifle restricted.
Here's my question, the lower is the rifle right? If I put a SBR upper on my non-restricted lower for a competition at a CFO approved range, will this make my lower restricted?
What if I swap these parts all the time between hunting 18.5+ and competition 13" what then?
The law dosent seem to give me guidance on this. It clearly states 18.5+ non-restricted, and <18.5 restricted, but what about changing barrel lengths through the use of a modular rifle?
