Well, after working on some 12 gauge the problem continued. I could see and hear the powder move inside the hull when I set the shell down, after charging with the dispenser on my bench's melamine work surface.
I found a wrist style static strap and ran some wire to the heating vent in the room for a ground. It helped with the problem but what I noticed really exacerbated things was pushing the collection of charged hulls across the surface only a few inches.
I need to get the right size bushings for my shotshell presses and minimize hull and thus powder movement.
