Depends on how allergic he is to court if he gets caught. Until registered as restricted, it is an unregistered restricted firearm. Certainly could not be taken out in public and used. If asked, the thing could be held until the registration certificate is produced. What registration certificate? One hasn't been issued yet. Application for registration hasn't been made.
An ATT is valid for firearms registered to the ATT holder. Not registered, ATT doesn't apply.

Tiriaq gets it much better than you do. He is reading the law the way a court will read it, not wishing something else into it. The reason the guys with balls aren't having problems is because they haven't been caught yet. As long as you don't ever get caught it's going to be fine. Get caught for some reason and then you are going to be charged with illegal possession of an unregistered restricted firearm and face all the associated penalties of that.If you don't get it, fair enough. There isn't a minimum bolt weight required for a 9mm blowback. Bolt weight varies amongst different designs.I’m interested to know the actual weight of the bolt. Every video i’ve watched they mention the bolt is beefy and heavy but haven’t provided an actual weight. 9mm blowback needs about 21.5 ounces of reciprocating mass so I wonder how close the r9 bolt gets to that weight.

Bolt weight controls bolt velocity and thus cyclic rate. The Sten bolt weighs 1.35 lbs. A micro Uzi has a 0.875 lb bolt. Both work.
The claimed 1.2 lb bolt weight of the R9 will be absolutely fine as it is in the same range as a Sten or full sized Uzi bolt. IF the R9 were FA, I'd guess it would produce a cyclic range in the range of 650 rpm, which is perfectly reasonable for operation and durability.
