The real problem affecting function here are our ridiculous gun laws.
As some of you have already mentioned, when mags get pinned to 5 it is often done in a manner which barely allows the 5th round to squeeze in. The magazine follower is designed to give against the spring to allow the top cartridge to be pushed down by the bolt carrier when the mag is inserted into the mag well so it can lock in properly.
A tightly pinned mag will cause problems.
I have never had a problem tapping on a 30 round mag (CAF) because that mag is working as designed, the civie modified one, only if it was pinned properly.
