You will find the answer at the following link: Explosives regulations FAQ http://www.nrcan.gc.ca/explosives/acts-regulations/9843

Q. What is acceptable identification?

Acceptable identification is a government-issued photo ID or two pieces of ID, one of which is government issued, that sets out the person’s address.

Q. What is required on the record of sale?

Sellers must keep a record of sale for all propellant powder sold for two years following the date of the sale. The information that must be kept is:

the buyer’s name and address, or a licence number issued under the Firearms Act and the expiry date;
the type, trade name, size of container, and authorization information;
the quantity of powder sold under each trade name; and
the date of the sale.

Cabelas??
A few years ago I bought primers from cabelas they needed all that info plus more. Never again will I buy from there. Wholesale has a log but none of it has the right names or anything in it. Have yet to have been asked to fill out anything anyplace else.

Yeah wholesale likes to make sure one individual isnt buying up all the stock, but they are fairly bad at record keeping.
Last time they had bullseye it was a max 8 pounds, but they let me buy 20 ...lol
PAL was only viewed. And they asked for a phone number.

at a certain sporting store in Calgary they don't take your personal info, they check your pal for validity, then they use a stock pal for the till transaction, no one knows who bought what, but a certain someone has made a lot of purchases.

Just thought it strange .I've been asked at cabelas to fill out the little " what's your name and address" . And the cashier doesn't even look at it after I was done . I have bought powder at this place in the past and was never asked for anything .

Bought a pound of 4350, 3 hours ago at Cabelas, filled out a green piece of paper, Name, address, phone number, handed it to the girl at the checkout. That's it, no pal, no ID, no strip search..etc. I'll definitely buy there again.

Verified all info and checked to see if I was in their store system . No biggie , just checking to see if anybody else does this as a store policy or a change to the laws.I'll by from them again , nobody in cold lake sells gun powder and bonneyville is the nearest place .good service and they have some powder in stock.

Must have changed. I had to fill out pal#, address, date of birth, name, and then they checked it against my drivers licence

so did they give you a big book with everyone's info in it to fill out or just a single sheet of paper?

The one and only time I had to fill out the book, I looked at the previous buyers. There was Batman, Luke Skywalker, Ronald McDonald. ..made me chuckle.
