hey If I bought a stripped lower, its not considered a restricted receiver because it has no internal parts right? SO If I buy one, would there be any record of me purchasing it? But if there is a record what would it be considered? A piece of metal? IF I purchase the internal parts separately and dont install them it still doesnt need to be registered does it? Or by me possessing the additional parts say storing the parts in the same safe, although not assembled does it need to be registered then? Anybody offer any advice on this? Do I only have to register it with the CFC if assmbled? Also how hard is it to get it registered at a later date? If I never assemble it and keep it as a paper weight I take it its fine as is and requires no special paperwork or storeage?:D

The receiver is registered as a restricted firearm even though on the cert it says "Receiver Only" under barrel length. There is definitely a record kept as you cannot buy one unless you have a Restricted PAL and the transfer is approved.

The receivers are considered restricted regardless of what you do to them (even if you do nothing to them). Take care :)

Wrong.....a stripped reciever IS a gun.........it is actually the only part of a gun that is a gun.

It will have to be registered.

The above would only apply if you got a ZERO % lower......

yeah but a 0% lower means you buy nothing right? So unless its an uncut casting it still needs to be registered then?

Actually I believe you can buy a 0%-80% receiver with no worries about registering it as it is unfinished and would take some work to complete; this could be your paperweight (but they cost almost as much as a complete one... so... yeah.)

Dlask sells them:

A 0% lower is straight out of the casting block and no machining done. No it it is not a firearm, depending who you talk to.

According to the CFC, as soon as you have the intent to make a firearm, then that material is your firearm. By that logic, a block of aluminum is a firearm.

Also, even if your stripped lower has no parts, it still needs a trigger lock and to be locked in a case. Oh laws, you are so crazy.

so an 80% lower...doesnt need to be registered, but does need to be locked up right? Is this right?

Where can I buy one? Im not interested in Dlask stuff any other sources? thanks for the info.

say at a later date I wanted to add the additional 205 machining or have a gunsmith do it, is this pretty complex work requiring a lathe or other non residential machining equipment? Is there any preference for metal type in getting an 80% lower? I saw one in Titanium. Or should I stick with easy to work with Aluminum?

Finishing an 80% lower requires specific jigs and a decent sized mill.

It's not worth the hassle unless you really want to make your own or make a few.

You wont find them for sale in the US eithier as they 80% lowers are now considered a Firearm under BATFE

When did this come about? I heard KT ordinance was raided by the BATFE but not a new ruling.

Terrible. :(

they were raided not for guns but for not paying taxes. they are selling lowers again, along with tooling.

they even have a BBQ and machine gun shoot once a year. you can buy a lower and use their machines to build it the same day.

Uh, nope that isn't true. Lot's of companies are still selling 80% lowers:dancingbanana: And, some will ship to Canada. Phone up KT or JSE Surplus or AR Plus or a handful of others. I can name other companies but I'll leave it to you to do some research.
