There are websites that go into great detail on the PU scopes by year, by maker, by markings and by screw configurations. Good find!
 
Usually one is to reinforce the rifle and prevent cracks, as the SVT was prone to doing in cold conditions. Two makes me think that duting refurbishment the Soviets saw SOMETHING but don't worry. If she needed two, she needed two and now she's good
 
That is nice - 1940 dated, no refurb marks and it hasn't been re-calibrated to the mosin Nagant.

eBay off OstFront or SNIPER I assume??

It is refurbished scope (the one posted by Catapult in first post), I think refurbishing marks are just not highlighted.
For comparison here's original one from my collection, note different bluing.

tourets are reconditioned for Mosin with CB on and no signifiant space between the 0 and 1 ?

When I said "It is refurbished scope, I think refurbishing marks are just not highlighted" I was talking about the scope you posted originally. Yours is refurbished. Does it have refurbishing marks? There are other giveaways apart of the bluing and refurbishing markings. Some refurbished scopes retained SVT-40 features, yours included. Most were re-calibrated for MN.

The scope I posted is correct original as issued SVT-40 scope.
