It's possible to mount a scope without a rail, using the dovetails. There are many dovetail rings that will do the job, temporarily or otherwise, including some quite solid ones for under 30 dollars.
Don't have one, but I was wondering the same. The internet seems to say 16" is as long as you need for optimal 22LR performance. BTW google image search 16" T1X MTR. You might not like the look. I think its worth the pluses in handiness and lighter weight since I read the stock end was a tad light.
I think it was made to be a suppressor host. Interested to hear others about the preference.
I preordered the 20in version because I think it looks better. I highly doubt the 16in would perform worse then the 20in version and I also highly doubt that shaving 4in off the barrel give you significant weight reduction.
I think the 16in barrel was designed with suppressors in mind. Given that supressors are prohibited in Canada, I think the 16in vs 20in choice boils down entirely to appearance since both are roughly the same weight and probably have the same performance.

Kinney's carries DIP products -- but not the entire line. It may well be that, when DIP makes a rail for the TX1, Kinney's will make it available -- although with the delayed delivery of the .22LR's in North America there may be less demand for it in the immediate future.
What follows here is simply my opinion and should not be taken as anything else. For barrel length, I prefer the longer barrel over the shorter. The latter is made primarily for a market where moderators are used. The 20" barrel completes the "look" of a rifle in my view, and it adds rather than subtracts from the weight of an already low-in-weight rifle. I guess I'm not a fan of what looks to me like a truncated version of a rifle, and that's why I did not by the 16" TX1 when I had the chance. Furthermore, although it never seems to matter for someone buying a new rifle, if reselling it down the road it seems that short barrel versions of the more "premium" rifles take longer to sell than those with standard length barrels.
Accuracy may not be impaired by barrel length in terms of the ammo having enough room to achieve maximum muzzle velocity because most of the "powder" is said to be burned within the first 16 inches beyond the chamber. Comparisons with longer barreled rifles are reported to show that the longer barreled rifles tend to achieve a lesser extreme spread in MV using the same ammo. Whether a four inch difference between a 16" and a 20" Tikka TX1 makes a significant difference in this regard is not clear, but it may be part of the reason why BR rifles invariably have longer rather than shorter barrels.
