I think it's a 3-way tie between a stainless Mini-14, a Universal M-1 Carbine and a Savage 110.
The Mini would only come close to hitting the target at even a mere 50 yards if I completely unscrewed the rear aperture and duct taped it to the top of the rear sight mount. The M-1 Carbine would shoot so far to the right, that even with the rear sight cranked right over to the left it still wouldn't shoot to point of aim at 25 meters. The Savage bolt would fall right out of the rifle if held vertically and would not feed.
