Is that a "no hunting/firearm discharge zone"? The rural areas of Ottawa are large and discharge zones literally change every 100 m. I was at a friend's in rural Ottawa... Looked up if we could shoot on their property. Nope... But the neighbouring property? Yes. I guess ppl with half a brain look this stuff up.
Bottom line is that guy was technically trespassing, didn't identify game property, and discharged a firearm within 100m of a private dwelling. There's lots there for the MNR to smoke him with. Not saying the guy needs to go to jail, but maybe a few grand the owners way and removal from hunting for a few years. He needs to take the hunting course again it seems as well.
