As a matter of fact, it's not SOP. An order of this magnitude is unprecedented and ludicrously expensive. And to add, my comment is relevant to this thread because it addresses ammunition shortages that "piss OP off". Whether it actually is the cause of shortages or not, I don't think people should be critical of one another because each and every one of us would buy the scarce amount of ammo if stumbled upon (i.e. inexpensive Norc crates). American gun-owners are not 'overindulgent pigs' in the respect that they buy what they see with money they have earned. Just my 2¢

Did you know that the DHS uses 3x more ammunition than that of the U.S. army?!

An open purchase order is not the same as having placed an order. Maybe they have orders placed or maybe not, the article doesn't specify. It only states they have an account set-up, if they do place an order.
 
just some quick numbers:
as of 2011 there were 1,429,995 active duty members of the US armed forces. you claim that the article states that DHS ordered 1.6B rounds of ammo. this would amount to 1118.9 rounds per person. i dont know about you but that doesnt seem like a lot does it. oh yea and this doesnt factor in reserve members (850,880 additional) or the other LE agencies such as the DEA and local LE which the DHS also purchases for (nobody knows the exact number there). this amount is also spread between all types of ammo. considering if you are a sniper you train using at LEAST 3 calibers (and everyone else at LEAST 2) means that you go through even more. 1.6B rounds isnt a lot. the only people who think it is must have failed math a lot in school.

this 'discussion' has been done to death. i and others have refuted every point that has been made. for some reason its never enough. but there are a lot of stupid things that people believe with zero evidence to support it.

Was at wholesale in West Kelowna tonight they had reams of 555 wildcat $34.99and federal target 325 $25.No limit. Nice too see full shelves again.They also have a weekend promo spend $250 get $25 off,500 75 off 750 125 off.

Stopped by there today. I haven't seen that much .22 on a shelf for a while.
the 555 pack after tax is 39.19
 
I wish I could figure out our CT and Walmart. They haven't had any new ammo in a couple years. Even our LGS only had American Eagle ammo and that's been it for some time.
 
Ive heard that walmart canada is getting out of ammo. Dont know how much truth there is to it.
On the other hands, more and more CTs are selling firearms. Wonder if they will figure out, youll have a tough time selling them if ammo isnt in stock or at silly prices.
 
Bucket of bullets at the new canadian tire in south common Edmonton for 96 bucks just under 7 cents a bullet, not bad seeing as 22 is hard to find.. only one was there, i had thought the bucket was discontinued could be wrong.
 
Cost me 8.5c a round to reload my cast 158gn SWC. My 22lr handguns don't see much range use. Miss those 4c a rnd days.
