Tikka .223 barrels have a 1 in 8" twist. Will they shoot the 45 grain Varmint Pack ammo by Winchester accurately, or is the twist a little too fast?

They must.....those Tikka's are known to be one of the more accurate rifles on the market.

What is the rate of twist in the Stevens 200 series rifles chambered in 223? They also shoot very well.

I think the Savage 223 is 9" twist...you can't really over-stabilize a bullet...but, you can get to a point where the combination of velocity and twist raises the RPM to a point where the jacket fails from the centrifugal force....the 223 won't get a 45 gr bullet going fast enough to reach this point.

Further to my post above, will a 1 in 8 twist stabilize 80 grain bullets in .223?
Yes, the 1-8" twist will stabilize the Sierra 80gr. very nicely. I don't see any problem with 45grs. also. The .223 round is not a magnum cartridge. Fire a group @100yds and see how they do. The 45grs would probably be best served in a 1-16" twist, but I have fired them in my McLennan 1-8" with no problems.
