Tikka's are excellent value and usually great shooters from the box. Awesome action, and the aftermarket support for Tikka's is starting to get pretty strong, which is a nice plus if you ever want to upgrade your rifle. The Heathen is a nice touch as well, it's my favorite self timing brake and I've tried a few of the more popular ones available.
Harris's are okay. Cheap build quality with the stamped legs which are never truly square. The bipod is the foundation of the rifle, and the recoil will exploit any weakness in your fundamentals and equipment setup. Having a bipod with the legs unsquare will present a disadvantage in terms of recoil control, but seem people are okay to live with that. Limited features on the Harris as well, and the mounting options are fairly lackluster. If you can't go any higher budget then a Harris it's certainly a workable bipod, just be aware of it's limits. I would not go any cheaper then a Harris though, and definitely avoid knock-off/counterfeit bipods.
If it was me, I would go with the Atlas. It's a higher quality bipod with more features. As always, being CGN, I probably just opened up the flood gates for criticism since I suggested that a more expensive product is superior to a cheaper counterpart, so I apologize in advance for the ensuing onslaught of people that will come into your thread to argue bipods...
