If you have a manufactures license in the US you also have to be registered with the State Dept.

Not any more. "Regular" firearms and parts are now through the Dept. of Commerce/BIS whereas before they just handled scopes. MG's and suppressors are still DoS/ITAR.

Tom needs to register with the state department before anyone can export his receiver.

The GSG9 G36 parts kits use to be exportable, last I heard they no longer are. Az te ch armoury can’t export anything from GSG9 anymore.
