You can swap/sell it if you want, but if blow's up someone else's gun the lawyers will have fun making an example of you.

I wouldn't buy or shoot other peoples reloads and wont let strangers shoot mine in unknown firearms.
Best bet may be to make friends with others who shoot 38 spl.
Unfortunately you can't sell completed ammo as components; otherwise you could sell it as "scrap brass" or some such.
